Beautiful Homemade Tulle Ruffled Bustle Tail Attachment to give it that Elegant Gothic 19th Century vibe
I'm not the original owner but I did some research and this DID NOT originally come with mesh skirt/bustle modification.
Seems like it was used for either a Pirate (annual pirate festival in my town) or some sort of Burlesque/Dancer costume, maybe even a Witch but that might be a stretch.
